Building a Deck in a Jacksonville Flood Zone: Elevation Certificates, Breakaway Construction, and What the Beaches Require

Usually you can. It is what the flood zone does to the design: how high the framing sits, whether the deck may touch the house, and what goes underneath it.

The short version. Find your flood zone before you design anything, because the A zone family and the V zone family are two different projects. In the V zone family, and in Coastal A areas where a community has designated them, an attached deck must have the bottom of its lowest horizontal structural member at or above the base flood elevation, and anything below that elevation must be structurally independent from the house and its foundation. The space underneath stays open, or is closed in only with lattice, screening or breakaway walls built to give way before the structure does. Your elevation certificate and floodplain administrator supply the figures for your address.

Start with the map, not with what the neighbors say

FEMA publishes Flood Insurance Rate Maps, and the area those maps show as flooding in the base flood is the Special Flood Hazard Area. The base flood has a 1 percent chance of being equaled or exceeded in any given year, which is where the "100-year flood" phrase comes from. It is a probability, not a schedule.

Two families of zones matter. Zone A and its relatives, including AE, cover flooding by still water. Zone V and its relatives, including VE, are the Coastal High Hazard Area, where wave action is part of the design problem. AE and VE carry a published base flood elevation; plain Zone A does not.

A third case catches people. Newer coastal maps draw a Limit of Moderate Wave Action, or LiMWA, and FEMA is direct about what that line does: the 2018 International Codes treat Coastal A Zones like Zone V where a LiMWA is delineated, and where a community designates a Coastal A Zone through its own code, buildings there must meet the Zone V foundation and free-of-obstruction requirements. A lot mapped AE can still be held to the stricter standard, so ask rather than assume. Most Beaches lots in a flood zone are in the A family, with the V family near the water.

The elevation certificate, and the two numbers it feeds

An elevation certificate is a FEMA form completed by a licensed land surveyor, engineer or architect, recording measured elevations at your building against a stated vertical datum: lowest floor, lowest adjacent grade, and the rest. One thing has changed and it confuses people. Under Risk Rating 2.0, an elevation certificate is no longer required to buy or rate a National Flood Insurance Program policy, though an owner may still submit one. It did not stop mattering: communities use elevation records for floodplain management, and a permit file needs an official record showing that new construction in the Special Flood Hazard Area is properly elevated. Ask your floodplain office whether one is on file before ordering a new one, and check the datum, because an older survey may use a different vertical reference than the current map.

That certificate feeds two numbers. The first is the base flood elevation, or BFE, the level floodwater is expected to reach in the base flood, printed on the map for AE and VE lots. The second is freeboard. FEMA's language is plain: some communities require buildings to be elevated above the NFIP minimum, and that additional elevation is called freeboard. Florida communities vary in how much they add, and some add none. You build to the community's requirement, not the raw map figure. We are not printing a figure in feet, because one that is right on 1st Street is wrong off Penman Rd.

Why the rules treat your deck differently from your house

The defining Zone V rule for the house is that the lowest horizontal structural member of the lowest floor must be at or above the BFE. A deck usually sits outside that footprint, so FEMA treats it separately.

In Coastal High Hazard Areas, a deck or porch outside the footprint has to meet one of three conditions. If it is structurally attached to the house, the bottom of its lowest horizontal structural member must be at or above the BFE, and the house must be designed to take the added load. Any support that runs below the BFE, whether piling, post, column or brace, has to meet Zone V requirements even when the deck above it does not. And if the deck itself, not counting its supports, lies in whole or in part below the BFE, it must be structurally independent from the structure and its foundation system.

That last condition is why freestanding construction comes up constantly in coastal work: a deck that does not touch the house cannot take the house with it. Freestanding and floating deck framing stops being a convenience choice here and becomes a compliance one.

One detail nobody expects: FEMA treats a low-profile deck or patio at natural grade as deemed to comply, and defines low-profile as a floor system depth of 12 inches or less. Attaching seats, benches, tables or planters forfeits that classification, so a built-in bench can change the regulatory status of a ground-level deck.

Breakaway construction: pieces designed to give way first

Breakaway construction is the idea that some parts of a coastal structure are meant to fail, early and quietly, so the rest survives. The NFIP rule for Zone V requires the space below the lowest floor to be either free of obstruction or built with non-supporting breakaway walls, open wood lattice-work, or insect screening intended to collapse under wind and water loads without causing collapse, displacement or other structural damage to the elevated portion of the building or its foundation.

The design window is deliberately narrow. A breakaway wall is supposed to have a design safe loading resistance of not less than 10 and not more than 20 pounds per square foot. Going above 20 requires a registered engineer or architect to certify that the wall still collapses under a water load less than the base flood, and that the building and foundation will not be damaged by wind and water acting at once. Stronger is not better here: a wall that refuses to break hands the wave load to the frame.

The same logic reaches what people add later, because cross bracing and enclosed stairways can stop a wall from breaking away cleanly. The residential code gives four options for stairs and ramps below the lowest floor: open or partially open risers and guards, breakaway, retractable, or designed to resist flood loads. The area under them cannot be walled in unless those walls break away too.

What you can and cannot put underneath

This is where a skirting decision stops being cosmetic. Enclosed space below the flood elevation in Zone V is usable only for parking, building access and storage. Not a finished room, not a bar, not conditioned space. In Zone V and Coastal A, breakaway walls also need flood openings.

Separately, the NFIP has criteria for a building to qualify for the free-of-obstruction rate, and those are more specific: insect screening needing no additional supports; wooden or plastic lattice at least 40 percent open and no thicker than half an inch; slats or shutters at least 40 percent open and no thicker than an inch; or one solid breakaway wall or garage door with the rest of the enclosure built from those lighter materials. Heavier or tighter skirting can satisfy the floodplain rules and still change how the building is rated. Two different tests, worth asking about before you pick a pattern.

Posts, footings and materials in coastal sand

Two things drive foundation design here. Fill cannot be used for structural support in Zone V, so raising a deck by trucking in dirt is off the table, and supports have to survive erosion and scour, not just water level. FEMA is blunt about how this fails: post-storm assessments repeatedly find decks lost because the posts were too small in diameter or not embedded deep enough. Its guidance is that unless the code or community says otherwise, an elevated deck attached to a Zone V structure should have a foundation similar to the structure's own. On a house on pilings, that points at pilings.

Above the footings, flood and wind are separate problems that share hardware. Anything below the flood elevation gets wet more than once, so framing, fasteners and decking have to tolerate repeated wetting without rotting, and salt drift compounds it. Permits, floodplain review and the inspection order

The sequence is the normal one with a floodplain step inserted early. Stamped structural plans go in, the building department reviews them, and on a flood-zone lot a floodplain review runs alongside, often asking for survey or elevation data first. Then footings are inspected before concrete goes in, framing and connectors after that, and there is a final.

Can I build in an AE flood zone?
Yes. AE emphasises elevation, anchoring against flotation and lateral movement, flood openings in any enclosure, and materials below the flood elevation that tolerate wetting. The free-of-obstruction and breakaway rules are what the V zone family adds on top. Confirm whether your AE lot also sits inside a designated Coastal A area, which changes the answer.
How do I know my base flood elevation?
For AE and VE lots it is published on the FEMA Flood Insurance Rate Map for your address, and your floodplain office will confirm it. Plain Zone A has no published figure, so the community sets one. Pair the number with an elevation certificate or current survey so you know where your grade sits.
Is an elevation certificate required in Florida?
