The critical caveat: resurfacing is only as good as the slab under it. An overlay bridges hairline cracks and cosmetic damage. You can make a confident first call yourself before anyone comes out.
Resurface if: cracks are hairline and stable, the deck drains away from the pool, no section has dropped or lifted, and the problems are cosmetic. Fading, stains, spalling, heat, and slipperiness are all resurfacing territory.
Replace if: cracks are wider than a quarter inch or growing, sections have settled, the slab moves or sounds hollow underfoot, or tree roots are lifting it. Water pooling against the pool edge is the clearest tell that a section has dropped. An overlay on a failing slab is the most expensive cheap fix in the backyard business.
